How it works
It does not trigger the global cooldown, so it can be used between other casts.
- Effect 1 is Apply Aura (effect type 6). It applies aura type 23. It ticks every 0.5 sec, 3 times over the full 1.5 sec. It triggers Celestial Breath.
What it does
Celestial Breath is an Arcane spell with a 1 sec cast, no range (it targets the caster), a 2 sec cooldown and effects that last 1.5 sec. When cast it applies an aura every 0.5 sec. It also casts Celestial Breath (record #124947).
