Can only be used on your own belt, and doing so will cause it to become soulbound. Requires at least 450 skill in Engineering to use.

- Effect 1 is Enchant Item (effect type 53).
What it does
Grounded Plasma Shield is a spell with a 5 sec cast and no range (it targets the caster). When cast it enchants an item. The client files the whole spell under the discovery mechanic.
