How it works
Its aura procs every time its trigger condition is met.
Whirling Slash is built from 2 client effects, applied in this order:

What it does
Whirling Slash is a Physical spell with an instant cast, no range (it targets the caster) and effects that last 9 sec. When cast it deals Physical damage (base value 2828) in a 5 yard radius and applies an aura with the bleeding mechanic in a 5 yard radius every 3 sec. The client files the whole spell under the bleeding mechanic. It stacks up to 50 times.
