How it works
Each cast of Concussion Blow costs 15 Rage. It does not trigger the global cooldown, so it can be used between other casts. Its aura procs every time its trigger condition is met.

What it does
Concussion Blow is a spell with an instant cast, a range of 5 yards, a 45 sec cooldown and effects that last 5 sec. When cast it applies an aura. The client files the whole spell under the stunned mechanic.
