Confirmed! I just went to pay Dealer Jadyan at Stormspire in Netherstorm a visit, and he did indeed have the dagger plus a couple other nice xmog items (a sword and fist weapon). I should note that I was limited to only being able to buy one of each item. Once I did and clicked on him again, the items were gone. Maybe his inventory is on a spawn timer if you don't see the items at first?

Could be just a glitch since this is the start of 8.0, but all he showed available to me under assassination rogue classification were fist weapons, so I figured other items must have a respawn time. When I chose "All" from the drop-down menu, though, it showed Ethereum Phase Spear (polearm), Ethereum Phase Blade (1H sword), Pulse Dagger (which is what I went for in the first place), and Starheart Baton (wand), none of which had a limit or respawn time and all of which were BoE.

This is no glitch, this is how Blizzard has designed it. It can be a bit inconvenient for picking up transmog items, but in current game design, how often do you see rogues looking for Intellect weapons!? :)
