Intellect is the primary stat these pieces scale with.

Fel Iron Chain is a mail armor set of 4 pieces covering Head, Chest, Wrist and Hands.

That leaves Neck, Shoulder, Back, Waist, Legs, Feet, Finger and Trinket to be filled from outside the set, 8 of the twelve armor slots.

The pieces run from item level 90 to 99 and need character level 60 to 63.

The pieces bind when equipped, so they can change hands before they are worn.

Sold to a vendor those 4 pieces return 10g, and the single piece worth most at a vendor is Fel Iron Chain Tunic at 3g.

The bonuses come in at 2 and 4 pieces, out of the 4 pieces this set can put on a character at once.

The top bonus needs all 4 pieces, so there is no piece to swap out while it is held.
