Every time the boss casts Call of the Deep a couple of Gasping Flounders get washed up with the wave, all you need to do is kick them back in, multiple of them get washed up with each wave and there's not really any rush to get enough as there are many casts of Call of the Deep throughout the fight, make sure to be tracking the achievement, it will initially be red and then turn white once you've kicked in 15 of them.

Easy Solo Achievement for Level 70 Dragonflight & Beyond...
1) Mythic Difficulty.
2) Track Achievement, during the encounter will turn from Red to White when requirements are met.
3) Begin encounter.
4) Blue spirals everywhere as Viq'Goth gets mad, fish are revealed after.
5) Kick fish into the water. Repeat waves until achievement is marked as satisfied.
6) Nuke Boss
7) ?
8) Profit. Achievement Completed.
TLDR; (as of today Patch 8.1)
1. Everyone kicks fish in until achieve tracking turns white
2. Kill boss.
