Hello everyone, this is going to be a bit of a lengthy post so bear with me. First, this achievement will require the other achievement Altar of Blessings: The Penitent Troll to be completed, as we will unfortunately need access to all eight minor Loa.
This achievement will require combat, gathering (Fishing most likely), and a bit of traveling, but some can be done straight from the altar. I'll be ordering it by the major Loa (the top four big circles), and the eight minor Loa they combine with, along with the category of what you need to do to trigger the criteria.First, how to get all eight minor Loa:
Kulzi: Complete the [storyline=5778] storyline, starting with Loa Disturbance.
Filo: Complete the [storyline=6055] storyline, starting with A Quiet Walk Interrupted.
Mot'amra: Requires the [item=266438] from the [zone=16557] delve. Appears to be a guaranteed drop from the end chests.
Wila'ma: Reach Renown 8 with the Amani Tribe, automatically unlocked on altar after.
Shadra: Complete the [storyline=5950] storyline, starting with Far from the Hinterlands. Will require a run of Maisara Caverns (can be done in follower mode).
Dundun: Requires the [item=265746] sold by [npc=241928] for 1600 Unalloyed Abundance.
Puul: Requires getting an [item=263938] from fishing. Apparently can be fished in any Midnight zone from any source of water. Very low drop rate, took me from 1-250 fishing to get it.
Oe: Requires the [item=266440] from killing the world boss [npc=244424].BUFFS YOU CAN GET STRAIGHT FROM THE ALTAR: just click on these and the criteria should be instantly met, do these first

Each of the four major Loa + Wila'ma buffs require talking to a Packpeddle of the X NPC which present as stationary mammoths found around ZA. They can be tracked on the minimap by their repair icon. The closest one I found to the altar was:/way 40.3, 51.1 Packpeddle
Choose your combo, fly to it, talk to it, get the buff, fly back to the altar, swap your major Loa, repeat x3

A fast way to do a lot of these is to just throw a Turnip Punching Bag, or another toy you can fight right next to the altar.
