Here are some tips for obtaining this with a friend/2 accounts.

But first I want to beg blizzard to stop adding these. Using 2 accounts to get this was a last resort after multiple attempts to obtain it the normal way. In theory this is a fun mechanic, but every time the bounty was either solo and phased/logged out before I could kill, in a huge group, or in cobalt assembly or on a quest vehicle making them immune (there are so many ways to become unkillable/untargetable). They either need to stop adding these or fix the abuse (particularly solo players just phasing out).

Don't even get me started on the BFA version of this that was bugged for like 3 years.

Anyways for doing it with a friend/2 accounts:
- You need to get the BOUNTY not just ASSASSIN.
- You get assassin for simply getting 10 killing blows. This can be done at a graveyard and spam resing - however if you use the spirit healer to res you need to wait for the res sickness and honor debuff to wear off (1 minute) before killing again.
- Note that you cannot progress towards assassin buff special event areas. If you end up in events like superbloom or dragonbane keep you will get HKs but no progress towards assassin.
- You get a bounty after an arbitrary amount of time of being an assassin. I have waited between 4 mins and 37 mins for the bounty to apply, and on one occasion I never got it after 2 hours. You get a quest and the announcer says something about "I'm not the only one who likes killing mortals..." (and the music changes).
- My theory is that the bounty mechanic is not only very random but there is a zone cap at any given time. The time I was unable to get a bounty on me was during more popular hours, and I had multiple other zone bounties appear while I was waiting - they popped up once every 10 minutes like clockwork. (and yes I tried killing them and did get one, but for the reasons stated above this is generally impossible so I gave up).

Like the achievements says you need to loot bounties and click on the actual bag (one click is enough). It isn't enough to simply kill.

This excludes Bounties from your own side (common in FFA areas but annoyingly will get announced on your map). It needs to be an opposing Faction bounty for a bag to drop.

Most realistic bounties you can kill I've met were in small groups since solo Bounties dip out super fast once they get marked (and good luck killing a raid Bounty, or something with 50+ stacks of Cobalt Assembly buffs*). If you kill a bounty from far away, its likely you'll get CC'd and stopped by the opposing faction from clicking the bag. Super annoying.

On top of cheeses and other shenanigans in Open World PvP. I recommend closing into the bounty for the kill, turning up Outline mode and clicking like mad. It is very easy to lose bounty bags because the opposing team cockblocked you and for this achievement it doesn't matter how many bounties you've successfully killed, all that matters is how many Bounty Bags you've looted (I had to kill around around 25 bounties to finally get my 10th bag).

*Cobalt Assembly - note you can grab a ton of buffs in the surrounding area and buff yourself up to gajillion before stepping foot in the FFA area to snipe a kill.
