There is a display issue/bug. When you hit rank 7 your bar is full. You will however reach rank 8 once you defeated all four bosses. With the kill of Ahoo'ru you receive rank 8, the achievement and gain access to the rewards from the vendor.
I guess the reason why this is the case is because there are no more bosses on rank 8 and if they did it the other way around you would end with an empty bar on rank 8, which looks stupid (for people that care about such things).

I'm uncertain about this. I had Ahoo'ru left to kill and was in the queue. Then, I got pulled into a fight with someone else, defeated that one and got this achievement although I never really defeated Ahoo'ru. Currently, my rep is at max rank with Bizmo's Brawlpub. And when I bought a card to fight Ahoo'ru, it says "Give it up for the rank 8 druid ... " And I just purchased the mount from the quartermaster which requires rank 8.
