It's NOT cumulative. I had already earned the achievement for blowing 5 horns in a match. then i collected ten more and in the next match i blew all ten - and got the achievement for blowing TEN horns, NOT the cumulative one for blowing 15.

Oh look you need to grind another 15 items after using the 10 you had. Please give us your precious time.
Easiest way to do this.
1. Make sure you have at least 15 Bullhorn of Calling in your bags.
2. Queue solo.
3. Kill all trash.
4. Start using your Bullhorn of Calling on cooldown once the bosses spawn.
5. It's okay to die and respawn at the starting area and just keep using the Bullhorn on cooldown. It's okay if the timer runs out.
6. Once achievement pops kill the bosses if you want, or just leave instance group.
