Since we've had all 3 tier shoulder glows as previous reward, they should have instead given us weapon glow look.
You need something around two 9s timed on two different week, since 8 and 9 wasn't enough for me (both timed, 307 rating). Also, 10s seem to give much more rating as I have a dungeon where I timed a 10 and a 4 on two different weeks and that equals to 312 rating (which is around the sweet spot to get 2500 with all 8 dungeons). But maybe it was always this way.
Still, you do need to time harder dungeons on average comparatively to previous seasons for both achievements. I talked about this more in the Dragonflight Keystone Master: Season Four comment section if anyone cares about it.
