For those who are having problems getting the Achievement because the areas in the zone are not registering, looks like you need to go back in time.

Look for the chat bubble on the map, in this case NPC Zidormi (81.11, 29.44) and get sent to the past, then exploring should work correctly. This would also apply to Uldum.
