I think that this is partially correct. To make a great shot, the wildlife with the blue hue (that means they are in range of your apparel) need to make a "special gesture". For example, a ram jumping from cliff or monkeys playing with each other. Otherwise, it won't count as a great shot
I've found that on the balloon ride in Thaldraszus you can collect many "great shots" with the Marmoni who almost always make some "special" move (moving their arms).
Also, if you're in a raid it doesn't count towards the quest and you can take as many shots as you want.
