You can get reputation with these guys by turning in Stormpike Soldiers Blood, the armour fragments and other stuff that can be looted from enemy player's corpses. Also there are quests for this faction. You can also gain rep by destroying towers in AV. You also gain 125 rep for killing Balinda Stonehearth, and 250 for killing Vanndar Stormpike. This is a great faction to farm rep for as the item turnins also give you Orgrimmar rep (and a quarter of that to the other horde factions). Many people try to get this achievement and Ambassador title at the same time. Hope this helps :)
Don't forget to pick up the Frostwolf Insignias while getting this, they can help a lot with getting the rep higher.
