Wellllllll it isn't *required* for "The Exalted" because there are more than 40 other factions you can rep up with. Stormpike is a popular choice, however, because, as stated, it hooks into two other achievements as well, and it's a relatively easy grind.
This achievement should have been named "Every Valley Shall Be Exalted".
