I want to confirm for anybody in a similar predicament as myself. I had every prerequisite to this FoS (including Legion Medic ) except for archaeology. I leveled Archaeology to 800 hoping since the other prerequisites were met I would get awarded the FoS. Unless it's a bug it does seem apparent you needed to have all associated skills to 800 before the prepatch.
I may put in a ticket to find out for sure and update later. Logically speaking (basing off of a few other FoS) the only thing that should hold anybody back from still being able to obtain this is Legion Medic. Every other prerequisite is still doable today.

Currently this achievement requires not
800but 815 skill points in cooking. That is maximum amount of cooking skill points you can get in Legion expansion.
