Below is a list of pre-WotLK Alcoholic Beverages, and how to get them. Note that this isn't meant as a full list of ALL beverages you can get, but it at least will give you an idea how to collect 25 and get the achievement before Wrath hits. If you have any beverages you know, please reply to this and I'll try to add them.
Brewfest is a very good time to get some different beverages, so make sure you don't misse that event! It's from September 20 to October 4. I added Winter Veil for completness, but you don't need those by any means (Here I am hoping that we get Wrath before Winteveil. Ah well...). Also this list is for Alliance, but might give Horde a good start aswell.

If you still have Mirren's Drinking Hat from the Alliance Only quest, you will have certainly an easier time!

Brewfest. 9 Beverages.
- Barleybrew (Clear, Light and Dark) He's in every major Alliance City and a Dwarf.
- Thunderbrew (45, Ale and Stouts) He's in Shattrath and a Gnome (or as a dwarf in every major city)
- Gordok (Grog, Milk and Mead) He's in Shattrath and an Ogre.

Standar beverages sold almost everywhere. 5 Beverages.
- Bottle of Pinot Noir
- Flask of Port
- Skin of Dwarven Stout
- Flagon of Mead
- Jug of Bourban

Daily Fishing. 1 Beverage:
- Captain Rumsey's Lager (Cook with recipe, drops from Daily Fishing)

Sold in Outlands. 3 Beverages:
- Bash Ale (Bladge Edge, Ogri'la. Must be neutral with Ogre's)
- Cenarion Spirits (Zangramarsh, Cenarion Refuge)
- Don Carlos Tequila (Netherstorm, Area 52)

Sold by Barkeeper in Old Hillsbrand (not all exclusively, but you have to go there anwyay). 6 Beverages:
- Cheap Beer
- Cherry Grog
- Rumsey Rum Black Label
- Southshore Stout
- Sparkling Southshore Cider
- Stouthammer Lite

Sold by Darkmoon Faire. 1 Beverage:
- Darkmoon Special Reserve (Sold by Darkmoon Drink Vendor)

Sold in Azeroth. 2 Beverage:
- Junglevine Wine (Stranglethorne Vale, Booty Bay)
- Nethergarde Bitter (Blasted Lands, Nethergarde Keep)

Drops in Azeroth. 1 Beverage:
- Volatile Rum (Drops of Bloodsail Buccaneers in Stranglethorn Vale)

Drops in Outlands. 1 Beverage:
- Brightsong Wine (Every time someone completes the final code, a keg spawns where you can take these outs. Unfortunatly only lasts for 30 mins).

Winter Veil. 3 Beverages:
- Steamwheedle Fizzy Spirits
- Greatfather's Winter Ale
- Hot Apple Cider (Cook with recipe and mats. Mats can only be bought at Winter Veil)

Midsummer Festival:
- Lord of Frost's Private Label (Dropped by Ahune)

Does it include various types of waters? Because that's half of 25 right there with vendor and mage drinks.
