This title "Legend <name>" works like the current season's Gladiator title does, once you've earned it, you can use it until the end of the season, after that you'll have to earn it again for the next season.
Meanwhile the rank 1 title for solo shuffle "Crimson Legend <name>" will be awarded at the end of the season to the top 0.1% of each spec, and it'll work just like the current season's Rank 1 title does, once earned it's possible to be used at any time on that single character.
