As of 8.1.5, you can complete the zones on different characters and still get the Loremaster achievement. I did Tiragarde Sound and Drustvar on one character and Stormsong Valley on another.

If you hit max level before finishing all 3 of the zones, and thought you could just level in the 3rd zone on an alt, think again. All 3 must be completed on the same character.
Do not be fooled like me; Loremaster of Kul Tiras is indeed account-wide, but if you are working toward The Pride of Kul Tiras, which is required to unlock Kul Tiran Humans, the account-wide version will not suffice. The achievements of each zone must all be on one character for the Pride chain.
