If you, like I did, find yourself wondering why you didnt get your charge after earning this, check your bags. Crystallized Dawnlight Manaflux is an on-use item that goes straight to your bags upon earning this.
Currently that is the case, yes. M+ season 1 doesn't start until March 24th, and the March on Quel'Danas raid doesn't open until March 31st. Hoping it's an unintended oversight and they address it, but I doubt they will to be honest.
