Crtieria basically explains it sufficiently, I would like to point out, though, that if you were exalted before, you should have this achievement already. If you are indeed exalted, but do not have one, buying a netherdrake will give you the achievement.
Fair warning, after the loooong grind to exalted, Blizzard wants you to hate yourself 1 more time before you get your mounts via a REDICULOUSLY long pointless scripted flight back to Shatt with no dialogue or events. Then you can fly all the way back and get your mounts :-)
