You need at least 8 members of the same guild, other solo players as well as guilds can participate to kill Ordos, but if they are not a part of a guild group with at least 7 other guild members there, they will not get this achievement.

Defeat Ordos, Fire-God of the Yaungol, atop the Timeless Isle, while in a raid with at least 8 guild members.

Even if you still can't get to Ordos without having a legendary cloak on your account, it's enough to have a raid group of 8 guild members that are on Timeless Isle to get guild achievement after you kill him.

Only 8? Usually Ordos requires 40 people... wouldn't really call that a guild run.
