The entrance is at the caverns of Time in Tanaris. There is a direct portal in Dalaran or you can fly from Uldum (portals to Uldum in SW and Org). Fly down the tunnel to loc 60,60. The actual instance entrance is down the path at 61.62.

It would not make sense to add a faction to one that exists for this particular area - so my guess is that it will stay the same as the other COT instances
