Simply complete the public events that spawn around Zaralek Cavern, marked on your map with a little horn. For credit, you only need to tag the boss or participate once.
You get 1-5 Unearthed Fragrant Coins, depending on the event. Not a fast achievement by any means, but it requires almost no effort to complete.

You can get this from doing the public events with the horn symbol in Zaralek Cavern, the more you contribute to the event the more likely you'll get the better bag of a clanging dirt-covered pouch with 6-9 coins rather than a clinking with 1-5 coins
Definitely bugged or the wording on the achievement is simply wrong.
I got this after looting 100 coins, not 200 as stated in the achievement.
