I'm wondering if this is a hidden achievement, similar to Drum Circle and Zoom! in Legion. They're starting to be crafty about adding achievements like this that aren't in Legacy/FoS, are hidden from view, but ARE completable.
With that said, maybe this is an achievement they never implemented.
Appears to have never made it to live servers. Can still be seen by addons that reveal hidden achievements in-game like old Feats of strength. Blizz should probably just completely delete it from the game to avoid confusion in the future.
