Handing in the quest Victory in Wintergrasp while being in Nazmir will give you this achievement because it gives you 1500 honor points and it will work in any Tour of Duty zone.

Still works as of today.
Warmode on is also a requirement as mentioned below in the reply, and good to know is that the quest resets every new season only.
Be sure to have Warmode ON, otherwise the trick does not work.
