If you're a Horde player, turning in the weekly Call to Arms quest at the War Headquarters will count towards the achievement progress, making this one significantly easier as the quest is worth 250 honor.
This works as of 30/08/2018, may be fixed later.

Not sure why this is downvoted, the bonus rep from bounties does not count for the achievement in any zone.
For the alliance out there (and in Tiragarde Sound for the horde): The tortollans who give the weekly mission are friendly in both cities and allow you to turn in quests at either city. Finish the Brawl quest that gives 200 honor? Go turn it in at Zuldazar to get points towards this achievement.
