A lot of these posts detail the time for US servers, so being on an EU server I wasn't sure of the times.
Today, sunday 23 december, I got the achievement at 21.23 server time. So, to sum it all up:
The first event starts at 21.00 server time on EU servers, and ends at 21.23. I'm assuming the second chance to get it will be at 23.00-23.23 server time.
Looks like there are four opportunities to get this achievement:
1) Opening @9pm PST
2) Closing of 1st iteration @9.23pm
3) Opening @11pm PST
4) Closing of 2nd iteration @11.23pmSpend a couple hours fishing in the area today - I'm pretty sure that event didn't start @ 10pm - don't waste your time!
