TheWoWDBIf you are having trouble seeing this NPC even though the skull marker is on your map, check to see if the Brew Bandits world quest is up. Finish that world quest first, and you should be able to see the Inquisitor.

The game data tunes Inquisitor Chillbane for level 45, Legion content.
The map marks it with vignette 1,849, which the client hides once hidden tracking quest 46096 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(46096)) prints true when that quest is flagged for your character.
