TheWoWDBThis character is a level 103 Elite non-attackable NPC that can be found just outside of the Dark Portal in the Blasted Lands on a flying mount as of Patch 6.0.2.
On the opposite side of the Dark Portal is Warlord Zaela also on a flying mount and is non-attackable as well.
Most likely Tharbek will be found in one of the new Warlords of Draenor dungeons and/or raids.
