She will be found at the mage tower once it is completed.Two known criteria:
1) Broken Shore Mage Tower Active
2) Your artifact weapon has been EmpoweredGood Luck with the challenge!

If she isn't there when you come out of the challenge instance, just log out and back in. She will appear.
