This is one of the components for the Auctioneer that can be constructed in your trading post. Once you get a [building=144], you will find a broken [npc=87205] on the floor. To fix it, you need to complete the quest [quest=36948] which requires 5 modules. Each module is made up of 3-4 components, which individually drop in specific places.

[item=118375] - Requires [item=118344], [item=118345], [item=118346], [item=118347]. These drop in garrison invasions and in raids. [item=118376] - Requires [item=118197], [item=118331], [item=118332]. These drop in dungeons. [item=118377] - Requires [item=118333], [item=118334], [item=118335]. These drop in Ashran. [item=118378] - Requires [item=118336], [item=118337], [item=118338], [item=118339]. These drop in Shadowmoon Valley, Talador or Nagrand. [item=118379] - Requires [item=118340], [item=118341], [item=118342], [item=118343]. These drop in Frostfire Ridge, Gorgrond, or Spires of Arak.

You have (2) Cycling Power Framing shown on your tip. Just missing out Cyclical Power Sequencer. Other than that its been very helpful Thank you

One more boss that can drop this that isn't listed and intended just for specific reasons is [npc=86232] from Iron Docks. I happened to get one today (11/28/14).

All WoD dungeon bosses have a chance to drop one. Just a roll of the virtual dice is all. There is even a smaller chance for it to drop from trash pulls.

I am at my wits end trying to get this item... please tell me what is the easiest way to get this item

spam normal dungeons until you get all the parts or buy them off the AH. But you have to have a level 2 trading post for them to start dropping. I would even wager you have to click on the quest giver to open the quest even though you can't accept the quest, to let the game know you can now do the quest.

Much easier to have a hearthstone to a location with an auction house. You already have one for your garrison.

I got 2 of these items in the Everbloom dungeon in Gorgrond.

I'd been farming all the WoD HCs for this item , in vain. So I decided to farm Grimrail depot normal as it's fast and returns you to the dungeon entrance at the end. I got it from trash on my third run. I still need one item so will continue here until either it drops or I get all the xmog I'm missing.

Looted off trash in Heroic Everbloom.
