Still one of the most wanted PvP items for 59- BG's. Palad, with [url=http://www.wowhead.com/?spell=20164]Seal of Justice[/url] and this hammer, could perma-stun opponent, leaving no chance to survive. EDIT: The wording of "perma-stun" could be misleading to the assumption that it is really PERMANENT stun, but it isn't. The proc chance on this isn't very big, no, but it allow for more interrupts per minute, than Hammer and SoJ together. Good at taking down casters that do not have many instant cast spells to avoid interruption. The diminishing returns do not matter that much, cloth wearers can't really survive long enough against you, factoring all your HP, bubble and selfhealing. And last word, it was written from a Protection Palad standpoint. It's enjoyable experience to pvp as prot. :)

Not really, there's diminishing returns, so it would need a lot of different stuns, unless you were killing them before diminishing returns could take effect, but then it isn't really perma-stunning, as you probably wouldn't be able to have someone stunned indefinitely.

Using HoJ and this proc would work fine, since controlled stuns and uncontrolled share different DRs. Besides, you'd want SoC active to deal amazing burst on the stunned target. I would guess this is about 1 ppm, like other weapons with this sort of proc at this level (Crusader, Icy, etc.). The biggest obstacle is still getting the mats. Although it may not be worth it anymore, since DKs run rampant in the 59 bracket, so the IWIN on this is only an edge, a gimmick--it requires a degree of skill to pull off.
