The "Dragon Finger of (Shadow/Frost/Fire/Arcane/Nature) Wrath" wands used to have +19-21 spell damage on them, until they were nerfed a few patches ago. I think the reason why was because these green wands were almost comparable to the epic quality wands found in instances (like http://www.wowhead.com/?item=19861 (Touch of Chaos) or http://www.wowhead.com/?item=21603 (Wand of Qiraji Nobility)). Since the nerf, it is still possible to possess one of the old Dragon Finger wands (I myself have my trusty old Dragon Finger of Shadow Wrath with +20 shadow damage on it ^_^) but they will no longer be dropped by mobs. Instead, the Dragon Fingers that drop now will only have around +9-11 spell damage on them.
These used to be the most overpowered wands in vanilla WoW. I was using a Dragon Finger of Healing +31. The bonus +31 was not being scaled to 3.5 seconds casting time, this was flat +31 extra effect on top of every flash heal. This was effectively more than twice the effect of the TBC Sunwell wands.
My Dragon Finger lasted into AQ40. Then it got 'fixed' to +9 generic spellpower as listed above.
This wand made my day. "Dragon Finger of the Whale" dropped, and I couldn't stop laughing.

Found one of the healing spells one and sold it for 700g. Found it off of a carrion grub while I was farming for Larval Acids.
This dropped off a Scarshield Legionnaire after 6 runs of Lower Blackrock Spire. Good luck!
