This places a small cushion on the ground that you can sit on. While sitting on it you'll get a purple bubble around you and a buff saying that you're travelling 5 minutes into the future. I can't tell if it actually does anything else and why it has a 6 hour cooldown. Probably just a joke about how time is always passing.
