If we're talking about the Design aka. Recipe itself, it's not BoP, the crafted thing is. I got it when raiding Ysondre in Duskwood yesterday and had no problem sending it to my JC alt. Thank god, my JC is Shaman, elemental to be precise, which will give me a good +stats with possibility to increase dmg by up to 100! Great recipe if you're caster and jewelcrafter.

Used by many 49 caster twinks. It's BoE but not much seen in the Auction House. The recipe may be BoE, but the item is BoP, so whenever you create it it immediately becomes BoP, which means that only the one who learned this recipe is able to wear it. Dropped off a random mob in Blackrock Depth's for me.

I just had one drop in Tanaris. It dropped off a level 47 [npc=44611] in Eastmoon Ruins while grinding for <The Insane>. (Why someone down-voted your comment is beyond me. It's good for people to post where they got drops. I voted you back up.)
