It's a world drop so getting it from the Soul Priests was entirely random. I personally got mine in Magister's Terrace normal off the Wretched Skulkers just before first boss.
Still drops. Dropped for me as a random world loot from one of the [npc=16539] in [zone=3457].

Considering the drop rate, I'd say this is more valuable than 50g.
Update for April 2020, this Design still dropping in 8.3-ish. Just picked one up from a pile of corpses in the Magister's Terrace. Only a short distance into the Observation Grounds, I mashed a group of 4 Sunblade groupies, composed of, I believe, a Magister, a Physician, a Guard, and some random cannon fodder. After I dropped some Snowball Meteors on their heads, I looted the bodies and found a pretty Blue-level scroll of a Design I didn't have! I was quite chuffed and immediately stuffed it deep into a pocket for later perusal. Totally Random drop that saved me a ton of gold and time trying to find it myself or buy it off the Auction House.
This pattern dropped off the Soul Priests that are in Auchenai Crypts, while I was farming for the Felsteel Gloves plans. I'm guessing it was about 10 Soul Priests that I had killed until this dropped.
EDIT: It says buyout is 200g but I could not sell this design for anything. The only offer I got for it was 50g, which I went with, cause I couldn't use it and it was just taking up bag space.
