Yes, it does drop from Sunwell trash. It is a BoP item, but the pattern itself, at least according to the tooltip above, is NOT BoP. You'll be able to give it to whoever you want. Take the Belt of Blasting Pattern for example. http://www.wowhead.com/?item=30280 The first 3 lines are: Pattern: Belt of Blasting Binds when picked up Requires Tailoring (375) This is just: Design: Pendant of Sunfire Requires Jewelcrafting (365) So according to how it is on wowhead on this date, you are able to give the pattern to whoever you want.

I imagine all of the BoE jewelcrafting recipes are going to end up on the AH after a while (a long while) similar to BoE blacksmithing plans and Tailoring patterns that drop from the 25 mans. This will give jewelcrafters access to the patterns without having to run Sunwell Plateau. Only problem would be finding the Sunmotes (that only some of the rings need). But as for the ones that only require the epic gems, you could clear kara, run heroics and you'd have a T6 raid level quality neck piece/ring now that they can be purchased with Badges. I know that's what I'm doing with the Crimson Serpent....
