This is sold by horde vendors only. But since it's not bop you can get it using the neutral AH.
How is it that only a Horde player can purchase this enchant? Are there any Enchants that are only for Alliance players?
I wanted to note that after the MoP patch and the introduction of fixed mana pools, I had this enchant on my starter edition lvl20 holy paladin's chest. It brought my maximum mana from 600(base@lvl20) to 700.
/wheredidthatextra80comefromquestionmarkedit: I just checked again on a different character with the same enchant, (lvl20 discipline priest) and the mana is correctly added from 600 to 620. But my paladin is still at 700.

Bought this enchant today and popped it on my lvl 20 restodruid. Before he had 600 mana, with the enchant I was expecting a total of 620 mana but got to 700 instead.

Well I was after this on my new lvl 18 Priest.
Got her Enchanting to 80 and headed back to Orgrimmar to pick this up. Spoke to Kithas in the Enchanting hut and...... nothing, but she did have the Enchant 2H - Lesser Intellect.
So I went off to see Lilly at the Sepulcher in Silverpine and yep she had it. So if you don't find the formula at one lady try the other.
What good does that do? Players can't buy their own auctions.
Did some snooping around, it seems that some classes with changing mana pools depending on spec recieve a passive 400% increase in mana to bring it to 600. (equal to casters of level 20). For instance, Feral druids have a mana pool of 120, but in restoration they have 600 from [spell=112857]. Other classes like priests who always have a mana pool of 600(@lvl20) regardless of spec, do not get a passive bonus.
So go chase down Timmy and sell his white kittens.
Holy Paladins have a bonus to mana. IE you get 5 times the mana other healers (except druids and maybe monks) get. http://www.wowhead.com/spell=112859
Shamans also receive the buff to mana from this: http://www.wowhead.com/spell=123099 and http://www.wowhead.com/spell=112858
bought for 40g on alliance ah, it's my somewhat lucky day.
Hmmmm.... Why ally cant get it? Ok, I can Buy it in AH in Booty or some where else but i want to buy it from ally sellers.... I Hate Blizz for such things!
As an alliance player trying to get this recipe (on a PvP realm), easiest way is to just farm up your silver in Valley of trials, run up to Org, buy your recipe. Hearth back to Valley of Trials, run to Ratchet, catch the boat across to Booty Bay, and there is your AH. Don't try to kill yourself and ghost run up to the Org Spirit Healer, as spirit rezzing will just send you back to the Valley. Long winded way for something so minor =.='.
I'm Alliance and this just dropped from a Savannah Prowler in The Barrens for me.
So even without the neutral auction houses it is obtaineble for Alliance Enchanters.
I'm going to post mine on the Alliance AH. It's probably more rare there LOL
