This can be dropped in any dungeon difficulty?
I just got this in Heroic Azure Vaults from Umbrelskul, on my jewelcrafter. Luckily it is NOT soulbound on pickup!
Can anyone confirm whether or not this drops on normal?

It dropped for me on heroic
Just dropped for me on Heroic Azure Vault from Umbrelskul after 104 registered attempts on Rarity (more counting those unregistered due not knowing the item existence since expansion launch). Good luck on those that keep farming it!.
For those wondering, Wowhead lists this as dropping only from Heroic difficulty and higher. I thought maybe with the new Follower Dungeons that folks could go back and farm these solo, but that's not the case.
I see it on the normal difficulty drop list for [npc=186738], 5 times out of 2,207, or 0.2%... You could farm it forever and never really know.
