Once this skip quest is completed, talking to Shadow Walker Tarvex again offers an option of "Please grant me passage to the palace". Selecting it causes the door behind them to open, with a portal similar to the one for the portal between Dornogal and Azj-Kahet shown. Using the portal takes you up to the lower area of the Narthex, with the formerly-closed door opposite Broodtwister Ovi'nax's pathway now open behind you to reveal the portal you just took.
From there, you can freely access Nexus-Princess Kyveza, Ovi'nax, and [presumably] Silken Court.

The raid skip in Nerub-ar Palace requires Ulgrax and Bloodbound Horror dead, and gives access to Ovi'nax, Ky'veza and Court via a portal behind the original quest giver ([npc=216971]). This is a confirmation for what I asked on the original comment posted.
Considering the amount of trash before the Horror this skip is less useful than the ones in Dragonflight (Vault and Aberrus was just one boss, Amirdrassil just one pack between Gnarlroot and Igira): in essence you only skip Sikran and Rasha'nan, then decide what to kill next. They could have allowed us to fly to the quest giver right from the start or after killing Ulgrax (and killing the flight master named mob below) to focus on the last half of raid instead.
What I'm wondering, does it require Ulgrax and Bloodbound dead? EDIT: it does, made original comment.
