If you can't pickup the quest at Gelkyr Post go to the south (need to fly up, use the tornadoes). Just at the edge of that cliff, close to Gelkyr Post you will find a cave with a gnome and a dracthyr within. You can pickup the quest there. (coords 50.1 70.3)
I found this quest in Gelikyr Post. There's a flight path that marks it on the map - coordinates are 50.54, 67.42.
