TheWoWDBYou don't need high-level fishing in order to do this quest. I think I started at around 40 fishing and was able to complete the quest in around 25 casts. Just remember to apply the buff!

Remember to apply your [item=114874] before starting to fish for the five [item=114876].
You don't actually have to apply it to your fishing pole, it just becomes a ten minute buff.
If you've also snagged yourself any of the "bait" items, like [[item=110292], if you use it they will overwrite your quest item bait. However, you can use items that boost your general fishing, like Sharpened Fish Hook to boost your potential for nice catches. You will fish up the quest item and a fish.
No worries if you run out of time or overwrite your quest buff, just talk to the quest giver and he'll give you more
