You have to collect ALL the paint splotches on the upper floor with your extra action button. Once you've collected them all walk over to the cauldron with the highlighted NPC.
Oh man, ty! So this last part is where you are supposed to pick up (draw in) a splotch. Don't waste time trying to catch one of the ones on your current. Do what Malvenue says, and look for the ramp, and then go up there. Easy peasy click a button, collect, and then after all picked up walk to glowy cauldron & it will auto complete.
