I've just finished this seemingly interminable quest chain (I froze my XP at level 70 to make sure I could take it), and noticed that once the quest items are obtained, the objective changes to read 'Return to Skar'this the Heretic in the Alterac Mountains'. He is most definitely not there. Even when one's in the Slave Pens again, the yellow '?' is not displayed on the map. I was having doubts until I got to his location and saw that the turn-in was there.
So, if anyone happens to get this quest again, and wonders why he's apparently not in the mountains, rest assured that he's still in the Heroic Slave Pens waiting for you.
This version of the quest, "The Cudgel of Kar'desh," with quest ID # 13431, is not the version of the quest that awards the Champion of the Naaru achievement and title. There is an older version with a different quest ID #, that existed before patch 3.0.2, that awarded the achievement and title. This version is NOT IT.
I picked up this quest during the recent Burning Crusade Timewalking weekend, completed it, and turned it in. It did not award the achievement or title for the reason stated above.

Description
Bring me the elemental signets that the cudgel requires! The earthen signet is held by Gruul the Dragonkiller. Gruul can be found inside his lair in the Blade's Edge Mountains. The second signet is the blazing heart of a creature known as Nightbane. This mythical beast is said to reside in the hallowed halls of the prophet, Medivh. Make haste!

Coilfang Reservoir is the name for a naga-dominated compound that lurks under Zangarmarsh's deepest waters. The reservoir, punctured throughout by massive open pipes and pistons, seems big enough to house armies - and, yet, its purpose isn't strictly military.
