With the general ease of gaining tier 13 tokens, as of right now, this may not be worth crafting for many.
The difference between this item and druid tier legs are:

Respectfully, it is good for Rogues and Feral Druids. Hunters and Shamans can wear it, but they then lose the Mail Specialization bonus. Hunters and Shamans should go for Rended Earth Leggings. http://www.wowhead.com/item=71987
