TheWoWDBYou can buy this from Flik in Darkmoon Faire; he is the little boy running around chasing a frog. You need to catch up with him and click on him when the mouseover vendor bag icon turns from black to brown; he will then have the Wood Frog Box listed as a limited (1) item - unless someone else has purchased one from him fairly recently.
I can't tell you the time it takes for him to restock, but I believe it is rather less than half an hour; at any rate I bought 3 over the course of a couple of hours just popping in to see him occasionally while questing in the area.
He will only ever have one at a time, but at a price of 1g it can be a mini moneymaker, as - on my server at least - they will sell at 300-400g apiece n.b. Wait until the Faire has gone to get the best price, and they will sell for markedly less when and shortly after the Faire has been in Goldshire, as a great many more players will have them due to easier access.

In the current MOP BETA, the pet journal has flavor text for most of the pets. Wood Frog is as follows: "Vendors at the Darkmoon Faire offer strange and exotic wonders. They also sell wood frogs."
As of right now, he is listed as an aquatic companion, and his one ability is Water Jet.
