At current patch ( I don't know since which patch to be honest) this is trainable at lvl 35. Definetly.
Doctor Gregory Victor at Hammerfall, Arathi Highlands, has a quest which lets you advance from First Aid skill 225 to a maximum of 300 skill. Quest obtainable at lvl 35
All recipies are therefore trainable at lvl 35.
