This quest required for the recipe can no longer be completed after the Shattering. If you need this, you'll have to find an alchemist that has the recipe.
This is a kick A#$ potion for grinding and especially for PVP and battle grounds. I found that it is very valuable for the flag carrier when they are taking DOTs. The quest is not that difficult to do and is very worth the effort in my opinion....but what do I know i'm just a lowly 43 druid.
